The City's District Planning Scheme No 2 Part 10 requires the development or subdivision of land within East Wanneroo Cells 1 to 8 to contribute to Scheme Works as defined in Schedule 9. A summary of the requirements relating to the development or subdivision of land is as follows:
The land required for Scheme Works defined in Schedule 9, eg Public Open Space or Regional Road reserves and associated drainage sites, is to be provided by the landowner who is compensated at the englobo land value for the particluar East Wanneroo Cell in which the land is situated.
Where land is developed or subdivided the landowner contributes to the Scheme Accounts at the Infrastructure Contribution rate applicable to the cell. For the residential East Wanneroo Cells 1 to 6 the number of contributions payable is the number of lots less than 900m2 created plus the development potential that applies to lots 900m2 and larger assessed at one contribution for each R20 (450m2) of land area in each lot being created. For the industrial East Wanneroo Cells 7 & 8 the number of contributions payable is the total area of the lots being created or developed expressed in square metres. The contribution is payable once only thus where the contribution has been paid when the lot was created by subdivision no further contribution is required when that lot is developed.
