Proposed Modification to Existing Approval for Intensive Agriculture (Crown Mushrooms) at 163 Belgrade Rd, Wanneroo

The City has received an application to modify an existing approval for Intensive Agriculture at 163 Belgrade Road, Wanneroo (Crown Mushrooms).

On 17 September 2013, Council granted planning approval for additions to the existing Intensive Agriculture operation comprising of an Indoor Composting Facility, Bio-filter, Ammonia Scrubber and a Stormwater Compensation Basin. The purpose of these additions was to contain all on-site composting activities within purpose designed bunkers, with a Bio-filter and scrubbing technology design to minimise or eliminate odours associated with compost production. Condition 1 of Council's approval required these additions to be completed and fully operational prior to 31 December 2014.

Through the current application, the proponent is seeking to modify Council's approval of 17 September 2013 to the extent that construction of the Indoor Composting Facility, Bio-filter, Ammonia Scrubber and Stormwater Compensation Basin are no longer required. This is because the proponent no longer wishes to produce compost on-site and seeks approval to import already processed compost ('Phase 1' – bulk organic wheat and manure – straw based). Deliveries of compost are proposed to occur on a weekly basis (90m3 – 2 x 45m3 loads) and will be unloaded onto a concrete hardstand. Within 1 – 2 hours of delivery, compost will be loaded into pasteurising tunnels (see attached site plan for location). Any 'spent' or surplus Phase 1 compost will be disposed of on a weekly basis.

The City has drafted Local Planning Policy 2.7: Extractive Industry (LPP 2.7), as it currently has no policy guidance on how it deals with 'Extractive Industry' applications under District Planning Scheme No. 2 (DPS 2). Once adopted by Council, LPP 2.7 will guide the City's assessment and determination of Extractive Industry applications on land zoned or reserved under DPS 2.
