Water use with playspaces

Everyone would love a lush green park to enjoy. However, with our climate and water restrictions, this isn’t always possible. The Department of Water comments on the impact projects have on water resources and allocate water licences accordingly. This means the City must investigate alternative designs for public open space that gives you a great playspace that is water wise. In many instances this includes strategies such as hydrozoning, where separate sections of a reserve are allocated water depending on plant species and classification of use. It also includes designing parks to have a mix of areas that don’t require irrigation, such as hardstands, path networks, planting/mulched areas and untouched conservation areas.


Houghton Park Sports Amenities Building

Sports amenities buildings consist of public toilets, change rooms, store rooms, umpires/first aid room and kiosk. Servicing the users of Houghton Park in Carramar, this long awaited facility will be a welcome addition.

Community Engagement
Consultation occurred on two occasions with the current user groups of Houghton Park and the adjacent Carramar Primary School. The initial consultation involved the presentation of a draft concept design, and allowed user groups to offer comments and feedback. Following this consultation, user group feedback was considered and a number of points were incorporated into the revised design.

A second consultation meeting was held with user groups to present the revised plans. The plans were favourably received.

An information letter with design was also sent to residents who live within 400metres of the facility.

Tender
Connolly Building Company were successful with their application for the construction of the Houghton Park Sports Amenities Building.

Construction
Construction of the facility began on Monday 18 July and it is expected that completion of the project should occur by Christmas 2011.

This is a realistic timeframe based on the size of the project and assuming there will be no delays due to inclement weather, equipment failures, availability of the different facility components and any other unforseen circumstances.

Completion
After the physical completion of this building, the City needs to undertake various tests for compliance and obtain occupancy certification. This time is also used to fully inspect the building and rectify any issues or concerns. It is proposed that the facility should be fit for use by early 2012.

Jimbub Reserve

Jimbub Reserve is located at 120 Waldburg Drive, Tapping and is classified as an active reserve which will cater for a number of sporting and recreational activities. The concept plan has attempted to create a space that is user friendly for both local residents as well as the wider sporting community.

The design for the reserve is proposed to incorporate a number of features, including:

  • Senior size playing field
  • Cricket practice nets
  • Sports amenities building
  • Playground
  • Exercise equipment
  • Lookout
  • Barbeque
  • Floodlighting
  • Carpark
  • Path network

The plan endeavours to link with the associated conservation bushland, while the path network allows users to connect with all aspects of the reserve.

The name “Jimbub” possibly derives from the aboriginal meaning, “place of old women”

Community Engagement
Community Consultation has been undertaken with the residents who reside within 400 metres of the reserve. A community information letter, as well as a copy of the Plan and public comment form was sent to residents. The public comment period commenced on 4 April and concluded on 29 April 2011. During this period the Plan was available for viewing in the following locations:

  • The City of Wanneroo Civic Centre
  • The Wanneroo Library and Cultural Centre;
  • The City of Wanneroo website.

A community barbeque was also organised on site at Jimbub Reserve on Wednesday 20 April 2011 at 5pm. This allowed residents the opportunity to review and discuss the Plan.

During the consultation period the City received 53 responses regarding the proposed Plan. The majority of the feedback was extremely positive in regards to the Plan as a whole, the proposed amenities on site, as well as the future developments such as the sports amenities building and floodlights.

Tender
Newforms Landscape Architecture PTY LTD were successful with their application for the initial design and construction phase of Jimbub Reserve.

Construction
The construction of Jimbub Reserve will be a staged approach.

Below is the proposed construction timeline for irrigation, turf works, hard landscaping and playground facilities. It is a realistic timeframe based on the size of the project and assuming there will be no delays due to inclement weather, equipment failures, availability of the different facility components and any other unforseen circumstances:

  • Construction proposed to commence January 2012
  • Construction proposed to be complete April 2012
  • Tubestock planting to occur during May 2012

It should be noted that during the construction stage grass stolons will be planted. This may take additional time for the lawn area to establish.

Design and construction of additional amenities on Jimbub Reserve are listed on the City’s Capital Works Budget as:

Completion
After the physical completion of this reserve, the City needs to allow for a consolidation period to allow turf to have a substantial growth period. This time is also used to fully inspect the site and rectify any issues or concerns. A date for when the reserve will be fit for use will be provided closer to the time of completion.


Yanchep Active Open Space

Two senior size sporting ovals, complete with car parking, amenities building, path network and multipurpose hard courts.

Community Engagement
The City is currently in communication with proposed resident sporting clubs of the new reserve. More detail will be available online when confirmed.
