The Development Assessment Panel (DAP), acts as an independent decision-making body which determines certain development applications in the place of the original decision maker (Local Government Authority and/or Western Australian Planning Commission). The DAP is intended to enhance planning expertise in decision making by improving the balance between technical advice and local knowledge.
Metropolitan North-West - Joint Development Assessment Panel (JDAP)
The City of Wanneroo falls under the jurisdiction of the Metropolitan North-West - Joint Development Assessment Panel, together with the Cities of Joondalup and Stirling. The panel is currently made up of 3 specialist members and 2 Councillors from each local government authority:

DAP Application Types
There are three (3) types of DAP Applications:
Mandatory Application
Mandatory applications apply to proposed development that have an estimated cost of $7 million or more and is not an Excluded Development. A mandatory application must be determined by a DAP and cannot be determined by a Local Government or the Western Australian Planning Commission (WAPC).
Excluded Development means the construction of a single house, fewer than ten grouped dwellings or multiple dwellings, carports, patios, outbuildings and associated incidental development.
Optional (“Opt-In”)
Optional applications apply to proposed development that has an estimated construction cost between $3 million and $7 million in value. In this circumstance, the applicant may choose to use the DAP process or have their application determined by the Local Authority (and/ or WAPC), in accordance with the existing delegation arrangements.
Amended or Cancelled Applications
The DAP Regulations also allow for Minor Amendment applications. An applicant can make a minor amendment application to the DAP to request any development approval, and any conditions of approval, be amended or cancelled. A minor amendment application is lodged with the relevant Local Authority and dealt with in the same way as ordinary DAP applications. Written justification must be provided outlining the reasons for the request.
However, a minor amendment application can only be made to vary the decision of the DAP; a minor amendment application cannot be made to amend the previous decision of a local government or Western Australian Planning Commission.
Lodging a DAP Application
The City requests that applicants intending to lodge an application that will require DAP consideration please meet with appropriate staff prior to submission, to ensure all required detail is provided.
All DAP applications are lodged with the relevant Local Authority.
The following information is required to be submitted with a DAP application (or Amended applications):
° DAP Application Form 1 or 2
° City of Wanneroo Development Application Form & Requirements Checklist
° City of Wanneroo Planning Fee and DAP Fee (Refer to Fee Schedule)
° A minimum of six (6) sets of appropriate scaled site plans, development plans, elevations
and accompanying reports in support of the DAP.
° Electronic version of the plans and technical reports in PDF format.
Application Process
An application will be received by the Local Authority, if the application is deemed “Public Works” by the Public Authority then the responsible Public Authority will be required to prepare the report. If the application is a not a public works application a report will be prepared by the Local Government containing recommendations for the DAP to consider. Once completed, the report will be forward to the DAP Secretariat, which will be circulated amongst the DAP members responsible for the determination.
A meeting will be scheduled and the DAP Secretariat will circulate the Agenda, copies of the application and supporting documentation, together with the responsible authority’s report. The Agenda will be available on the DAP and relevant Local Authority website.
DAP meetings will be open to the public so any interested person can attend. Anyone who wishes to provide a presentation or submission at a DAP meeting must submit a written request to the DAP Secretariat at least 72 hours before the start of the meeting – Development Assessment Panel - Presentation Request Form.
Each member of the DAP who is present at a meeting is entitled to one vote on each matter. In the event of a tied vote, the Presiding Member has an additional casting vote.
Following the meeting, the minutes will be finalised and a determination letter on the development application will be sent to the applicant by the DAP Secretariat.
