Local Environmental Plan 2009-2014
The Local Environmental Plan provides the City's strategic response to local environmental pressures. Strategies of the LEP provide the benchmark for operational plans, projects, and proposals. The intent of the LEP is to ensure that the City's operations meet the community's standards for environmental performance, and to effectively manage the impact and behaviour of those stakeholders whom the City can influence.
The LEP identifies five key environmental themes:
- Ecosystems
- Community
- Air Quality and Greenhouse
- Water Resources
- Sustainable Use and Waste
For each theme, the key threats are discussed, with measurement of key performance indicators providing a local state of the environment.
The LEP sets a philosophy of achieving a positive environmental outcome, as set out in the Strategic Plan, demonstrated by good environmental performance across all environmental themes.
To implement the philosophy, key strategies and projects are provided, in the context of three areas of responsibility:
- Ensuring the City's operations address and align with environmental outcomes and objectives;
- Demonstrating corporate leadership and facilitating community care of the local environment; and
- Aligning decision-making tools with environmental outcomes and objectives to effectively influence the activities and impacts of external stakeholders.

Energy Action Plan
The City developed a new Energy Action Plan in 2007 , which sets out 44 actions to assist Council to reach its greenhouse reduction goals for the corporate, and community sectors. The Energy Action Plan will form the basis for the City’s greenhouse gas reduction strategy from 2007 to 2012.
Local Biodiversity Strategy
The City of Wanneroo developed its Local Biodiversity Strategy through participation in a pilot project working with representatives from government agencies, the Perth Biodiversity Project and the community. Implementation of the Local Biodiversity Strategy will help integrate biodiversity protection into land use planning, commit to ongoing action and proposes new projects to improve biodiversity conservation in the City of Wanneroo.

The Gnangara Lake Reserve Management Plan guides management for conservation, recreation and heritage within Gnangara Lake Reserve. A summary of the report can be viewed online, or the full version can be viewed at the your local City of Wanneroo Library.
The Mindarie - Quinns Rocks Foreshore Management Plan guides management of the coastline between Quinns Beach North and North Mindarie Beach. The plan was adopted by Council in June 2004.
The Smart Growth Strategy is being developed to more effectively manage growth in the City of Wanneroo, in both new and existing suburbs. The strategy has six key principles, one of which is Long Term Health of the Environment.
The Koondoola Regional Bushland Management Plan guides management for conservation, recreation and heritage within Koondoola Regional Bushland.
The Two Rocks-Yanchep Foreshore Management Plan provides a framework for protecting and enhancing the environmental, landscape, heritage and recreation values of the Two Rocks and Yanchep areas. Click here to download a .zip file containing the Figures referred to in the Foreshore Management Plan.
