Building construction

If you're intending to construct a building or structure on your land you will require development (planning) approval and a building permit and, in some cases health approvals.

Development (planning) approval

This is a legal document issued under the Planning & Development Act 2005, which certifies that land or buildings can be used for a specific purpose. The approval will also detail any conditions under which land or buildings can generally be used. A Development Approval is required prior to commencing or carrying out any development or use of land within the City of Wanneroo.

Building permit

This is the authority (approval) for a person to carry out building works on land.

Health approvals

Health approvals are required for buildings that will incorporate any of the following activities:

  • accommodation (non-residential)
  • trading in public places (i.e. outdoor dining, street trading and street lighting)
  • food handling
  • hair dressing
  • beauty therapy
  • skin penetration (i.e. waxing, tattooing)
  • keeping of animals
  • meat processing.

Council approvals requirements

Step 1. Development (planning) approval (always required for non-residential buildings)

Development Approval is required prior to commencing or carrying out any development or use of land within the City of Wanneroo.

Step 2. Health Assessment Certification (always required)

A Health Assessment Certificate is required for all Class 2-9 Building Applications and all Class 1&10 in unsewered areas.

Step 3. Building Permit (alway required)

A Building Permit is required prior to any building work commencing.

Please note: Development Approval (step 1) is required before you can submit an 'Application for Building Permit – Certified'.

Step 4. Verge licence (occasionally required)

A verge licence is required if you are planning to store any building materials (including builders shed and port-a-loos) on the road verge.
