Beach Access on Sovereign Drive, Two Rocks

Update 26 February 2018

The new viewing platform and beach access staircase structure was formally opened by Mayor Tracey Roberts and Butler MLA John Quigley on 13 February 2018.

Dune rehabilitation works will be undertaken during the cooler months of April/May to ensure survival of dune vegetation.

Update 29 January 2018

Installation of the sub-structure and decking have been completed. Handrails and balustrade will be installed over the next week and the structure is expected to be open to the public by mid-February.

Update 15 January 2018

Piling and dune earthworks have been completed. Installation of the staircase structure has commenced. Decking material will be installed from 18 January 2018 and the staircase is expected to be open to the public by the end of January 2018.

Update 15 December 2017

Dune earthworks are nearing completion and piling works are underway. Dune matting and installation of the staircase structure is scheduled to commence next week.

Update 22 November 2017

Detailed design of the beach access staircase and viewing platform has been completed and manufacturing of staircase components is nearing completion. The new structure will consist of steel piles driven into the underlying bedrock, aluminium substructure and Fibre Reinforced Plastic (FRP) decking.

Construction works will commence by the end of November 2017 and works will be located in the vicinity of the previous beach access staircase adjacent to the Sovereign Drive/Sceptre Court intersection.  The completion of these works will provide a formal beach access point north of the Two Rocks marina.

Note that temporary footpath and beach closures may apply adjacent to the work site and signage and fencing will be in place to manage public access in these areas. For your safety, please avoid all construction works and equipment. Whilst it is inevitable that works of this nature will cause some inconvenience, every endeavour will be made to ensure that this is kept to a minimum.

Update 1 September 2017

The City of Wanneroo has secured State Government funding for the Design and Construction of the Two Rocks Beach Access Staircase in 2017/18.

Following a public tender process, a Design and Construction Contractor has been appointed by the City. Design works are now underway with finalisation of detailed design and commencement of manufacturing of staircase components expected in October 2017. Construction works are expected to commence in November 2017, subject to approval of the staircase design.

A further update will be provided at the completion of the design phase.

Update 5 April 2017

The Two Rocks Beach Access Options Assessment was presented to Council at its Ordinary Meeting on 4 April 2017 and the following recommendations were adopted:

  1. ACCEPTS Northern Location Stairs Option 2 for the provision of a beach access at Two Rocks as recommended by the Two Rocks Beach Access Options Assessment undertaken by M P Rogers & Associates; 
  2. REQUESTS the Mayor to seek an urgent meeting with the Minister for Transport and Attorney General to: 
    a) discuss the funding of the design and construction of the recommended beach access option given that the coastal erosion issues and subsequent loss of the previous staircase is a direct result of the construction of the Two Rocks Marina; 
    b) seek early implementation of the long term coastal management measures as recommended in the “Two Rocks Coastal Management Study – March 2015” and/or re-design the Two Rocks Marina to address ongoing erosion issues; and 
    c) discuss the need for State Government consultation with the Two Rocks Community regarding future coastal management and marina development plans, through the establishment of a Community Reference Group including City of Wanneroo members; 
  3. AUTHORISES Administration to seek all approvals and prepare tender documents as per Item 1;  
  4. AUTHORISES the Chief Executive Officer to invite and award tenders for the design and construction of the Two Rocks Beach Access as per Item 1, subject to the resolution of the funding allocation for these works; and 
  5. REQUESTS Administration to notify the Two Rocks Action Group of Council’s Resolutions.

Community Information Session 15 February 2017

Coastal engineering consultant, M P Rogers, have recently completed the Two Rocks Beach Access Options Assessment which includes investigation of various beach access types and locations with consideration of community feedback/values (received from recent community consultation in September/October 2016), coastal erosion, environment, functionality and cost.

This assessment will be presented to the Two Rocks community at an Information Session:

When: Wednesday 15 February 2016 // 7:00pm to 8:30pm
Where: Phil Renkin Community Centre Function Room, 59 Lisford Avenue, Two Rocks

This session will include a presentation by M P Rogers, followed by a Question and Answer session where City of Wanneroo and M P Rogers Representatives will provide responses to community queries.

Community Information Session Presentation - 15 February 2017

All efforts will be made to fast-track this process to allow for a new formal beach access prior to the 2017/18 summer season.

Update 3 January 2017

Following the Council decision on 11 October 2016, removal of the damaged beach access stairway was completed on 21 October 2016.

Coastal engineering consultant, M P Rogers were appointed in the first week of November 2016 to undertake a beach access options assessment study for a new formal beach access point to be constructed along Sovereign Drive, Two Rocks. Draft results of the options assessment study were received just prior to Christmas and a review workshop was held between City staff and M P Rogers on 23 December 2016.

Following a final revision of the options assessment, the report will be presented to the community at a public meeting to be scheduled for late January/early February 2017 in order to seek further feedback prior to proceeding into the design and construction phase of the project.

The intention is to complete all necessary design works and approvals without delay in order to allow for the installation of a new beach access structure prior to the 2017/18 summer season. The City is making every effort to fast-track this process.

Beach Access at Sovereign Drive, Two Rocks was considered by Council at its meeting on 11 October 2016 (AS04-10/16).

In accordance with coastal engineering recommendations and Council Resolutions, and to address the existing public safety risks, removal of the existing beach access staircase will commence on Monday 17 October 2016 and should be completed within one week.

The City will shortly be appointing a coastal/structural engineering consultant to undertake a Feasibility Study and Options Assessment for a new formal beach access point along Sovereign Drive, Two Rocks. All community feedback and design proposals relating to long term beach access received between the Community Information Session (21 September 2016) and Friday 4 November 2016 will be provided to the consultant for consideration in the development of beach access options. A further Community Information Session will be held upon completion of the Feasibility Study and Options Assessment to present beach access options and obtain feedback from the community before proceeding with approvals and construction. All efforts will be made to fast-track the design and approvals process to allow for construction of the new beach access point prior to the 2017/18 summer period, subject to Council approval.

Storm events in May 2016 have resulted in significant beach erosion focused around the Two Rocks beach access staircase. Wave heights and water levels peaked on 21 May 2016 resulting in a significant loss of beach sand and collapse of some of the overlying dune system. The staircase structure is now unsafe and at risk of collapse in the event of further beach erosion. In order to address this safety risk, the beach access staircase and platform structure has been closed off to the public.

City of Wanneroo representatives met with residents on site from 5pm to 6pm on Wednesday 3 August and following feedback obtained during and after the session, all site works are now on hold until after the Community Meeting and Council Meeting.

A beach safety assessment of a 1.5 km section of beach extending north from the Two Rocks Marina has been recently completed by Surf Life Saving and can be downloaded below:

A petition was formally received at Council Meeting on 16 August 2016. A response to the petition along with outcomes of the community meeting and the engineering and beach safety assessments will be presented to Council at an Ordinary Meeting in the future.

The City of Wanneroo will be holding a Community Meeting regarding Beach Access at Sovereign Drive, Two Rocks on Wednesday 21 September 6:30pm to 8:30pm at the Phil Renkin Community Centre Function Room. The meeting will include:

  • An information session on the outcomes of the independent engineering assessment of the existing staircase and proposed short term beach access; and
     
  • A community workshop to obtain feedback on community values and longer term beach access solutions.
