City calls for more consultation on Green Growth Plan

The City of Wanneroo is pleased the comment period on a draft State Government document has been extended, giving landowners more time to investigate how it may affect any future land use.

The extension came after Mayor Tracey Roberts wrote to the Minister for Planning expressing concern on behalf of the community at the lack of detail provided in the Perth and Peel Green Growth Plan for 3.5 Million and calling for greater consultation.

The comment period has now been extended to 5pm Friday, 13 May 2016.

While acknowledging the good intent of the plan – commonly referred to as the Green Growth Plan - which seeks to balance population growth with protection of the natural environment, Mayor Roberts said the City was extremely concerned on behalf of the community that there was no clarity and certainty as to how this would be achieved.

Mayor Roberts said the initial 2,600-page document raised more questions than it answered at a time when the growth of Wanneroo, and the need for affordable housing and vital community facilities and infrastructure, is approaching a peak.

“This is a Plan that potentially has enormous consequences for the future of our City,” Mayor Roberts said. “We were very concerned with the incomplete nature of the document, the absence of detailed mapping and the agenda it appeared to set for strategically important areas had not been sufficiently explained.

“However we have now been informed that further detailed mapping information is now available, and the closing date for public comment has been extended for the new details to be considered. We welcome this extension but still want to see further consultation by the State Government on this vitally important issue.”

The City had prepared a comprehensive submission in response to the State Government’s invitation for feedback, which was due for consideration at its 5 April council meeting. This will now be deferred until 26 April to allow time to study the new information and make any necessary amendments.

The City was concerned that the Plan appeared to be in direct conflict with the expected outcomes of the East Wanneroo Metropolitan Regional Scheme Amendment, which will guide future development of the area.

Under the State’s proposal, a significant area of land could be required to be protected for conservation purposes, rendering any development of the area extremely costly and difficult to service.

“It is imperative that landholders are able to access vital information indicating the full implications for their properties,” Mayor Roberts said.
