Assisted household service

The City offers a free assisted household service to eligible residents who need help moving their bin. Our waste collection drivers will retrieve the general waste, recycling and garden organics bins from an agreed location at the front of your property, then empty and return them each week.

Who can apply

This service is available free of charge for residents who are unable to move their bins due to age, illness, injury, or mobility limitations. Ensure you read the eligibility criteria and service terms and conditions  to see if you are eligible to receive this service.

How the service works

On your scheduled collection day, the following will occur:

  • The waste vehicle driver will park outside your property.
  • They will retrieve the bin of the waste type being collected from the agreed storage location.
  • The bin will be emptied into the vehicle. The driver will then return the bin to the agreed location on your property.

How to apply

Step 1

To apply, please follow these steps:

  1. Review the eligibility criteria to ensure you qualify . 
  2. Obtain a medical certificate from your medical professional. It should:
    • be printed on the medical practice’s letterhead
    • include the practitioner’s name, provider number and contact details
    • contain wording such as:
      "[Applicant Name] does not have adequate mobility to present their bins for weekly collection. This condition is permanent / temporary (if temporary, please specify duration)." 
    • Note: Specific medical details are not required.
  3. Complete the application form in one of the following ways:
    • Complete and submit an online form.
    • Request a hard copy by:
      • phoning the Waste Services team on (08) 9405 5000, or
      • visiting the Wanneroo Civic Centre or any City of Wanneroo library.
    • Submit your completed form in one of the following ways:
      • By email to: enquiries@wanneroo.wa.gov.au

Step 2

Once your application is submitted:

  1. A City representative will contact you to arrange a property risk assessment to ensure safe access for waste collection.
  2. You will be notified of the outcome within 10 working days via telephone and also in writing.
  • If approved, you’ll be advised of your service start date.
  • If your property poses safety risks, the service may not be implemented. The City will discuss alternative support options with you.

View eligibility criteria

To qualify for the Assisted Household household Service, applicants must:

  • not have in-home support services to assist with bin movement.
  • not live with anyone aged 16 or over who can assist
  • have no other people (e.g. family, friends, neighbours) who can assist
  • provide a medical certificate confirming they are unable to move their bins.

The property must also meet the following requirements:

  • The waste vehicle must be able to safely park directly outside the property without obstructing traffic flow, sightlines or intersections.
  • Bins must be stored in an agreed location at the front of the property, visible from the street (not in backyards, courtyards or enclosed outdoor areas).
  • The path between the bin storage area and the collection point must be reasonably level, clear and unobstructed on collection days (e.g. no overgrown vegetation, steps, steep slopes or parked vehicles blocking access).

Additional conditions:

  • Temporary applicants: When your medical certificate expires, the City will contact you to confirm if the service is still needed. You may need to provide an updated certificate.
  • Permanent applicants: The City will check in annually to confirm if the service is still needed.
  • The City reserves the right to review or withdraw the service if eligibility requirements are no longer met, or if safe access to your bins cannot be maintained.

  1. Properties presenting a work health and safety risk will not be serviced.
  2. The City may place an identification tag (e.g. reflective tape or disc) on the bin(s).
  3. Bins must be clean and lids closed on collection day. Overflowing bins or extra bags will not be collected.
  4. Bins must be visible from the front of the property. Staff will not enter backyards or enclosed outdoor areas.
  5. The path to the bin must be unobstructed on collection days.
  6. The City is not liable for any damage to serviced properties.
  7. Medical examination costs are the responsibility of the applicant.
  8. Applications are non-transferable and apply only to the applicant and their property.
  9. The applicant or secondary contact must notify the City if the service is no longer required or if circumstances change.
  10. If the applicant moves, the City must be notified to assess the new property.
  11. The City may investigate if a change in circumstances is suspected.
