Hairdressing, beauty therapy and tattoo approval

Whether you are planning to operate out of your home or a commercial premise, you may require some approvals from our Health, Planning and Building teams to get started. 

Health Approvals

You will need to obtain approval if your business offers any of the following services or treatments:

  • Tattooing
  • Permanent eyebrow/lip lining
  • Acupuncture
  • Ear or body piercing
  • Waxing
  • Electrolysis
  • Manicure and pedicure
  • Spray tanning

You will need to complete a Skin Penetration Premises Application and ensure that you have provided any supporting information such as a floor plan and payment of fees.

Once you are set up, one of our Health Officers will inspect the establishment for compliance. If deemed satisfactory, you will receive written approval from the City to start operating.

Hairdressing

Approvals from Health Services are no longer required. Previously the public health risks associated with hairdressing were managed under the Hairdressing Establishment Regulations 1972 (the Regulations). These regulations have been repealed and replaced with a Guideline.

The general public health duty specified in Part 3 of the Public Health Act 2016 (WA) requires that a person must “take all reasonable and practicable steps to prevent or minimise any harm to public health that might foreseeably result from anything done or omitted to be done by the person”.

Should the City receive a complaint about a hairdressing establishment and an investigation is carried out, a person will not breach the public health duty if they act in a manner or in circumstances that accord with generally accepted practices. These Guidelines may be used to clarify the application of the general public health duty and provide industry specific information on what might constitute ‘reasonable and practical steps’ to prevent harm to public health. Planning Approvals

Home based businesses will require either a letter of compliance or a development approval, depending on which category your business falls under. Please review our Home Business Information to determine which category applies to you.

Businesses operating from a commercial premise may require development approval, if you are proposing to do any of the following:

  • Open a new business or change the nature of an existing business
  • Change the operating hours of a business
  • Increase the number of patrons and/or staff on site
  • Increase the floor area in which you want to operate
  • External building works (including changes to the area and/or type of signage)
  • Provide car parking or increase/reduce car parking
  • Make changes to a heritage listed site or protected building.

Building Approvals

If you are constructing a new building or making any internal, external or structural alterations to an existing premises (including fitouts),you will require building approval.
