Parts of the current rural area in East Wanneroo (in the localities of Wanneroo, Gnangara, Jandabup and Mariginiup) have been identified as ‘potential urban’ by the State government planning agencies.

Preparation of East Wanneroo District Structure Plan (DSP)
The Department of Planning, Lands and Heritage is progressing the preparation of the DSP. It is currently anticipated that the draft DSP will be released for public comment in January 2019.
Update 12 July 2018
On 10 July 2018, the Department of Planning, Lands and Heritage wrote to all landowners in the East Wanneroo area, inviting interested landowners to nominate to serve on a Community Reference Group (CRG) to assist in the preparation of the East Wanneroo District Structure Plan.
Nominations need to be made to the Department by 23 July 2018.

Preparation of East Wanneroo District Structure Plan (DSP)
The Department of Planning, Lands and Heritage is progressing preparation of the DSP which will provide a district-level framework for the future urbanisation of the East Wanneroo area.
It is currently anticipated that the draft DSP will be released for comment late 2018, and that the DSP will be finalised in the first half of 2019.

Proposed Amendment 1308/41 to Metropolitan Region Scheme (MRS) - (See Update of 2 May 2018)
On 15 May 2018, a notice was published in the Government Gazette advising that proposed amendment 1308/41 to the Metropolitan Region Scheme (MRS) has now been endorsed by the Minister for Planning and approved by the Governor.
The proposed amendment is now going through its final step in the approval process, which involves being tabled before both Houses of State Parliament. The amendment was tabled on 16 May 2018. If it has not been disallowed by either House of Parliament after 12 sitting days of Parliament, it will then take effect. The 12 sitting days will have occurred by around the middle of August.
The amendment that has been tabled in Parliament is very similar to the amendment that was advertised for public comment in April to July 2016, except that five areas that had previously been excluded have now been included in the proposed Urban Defered zoned area. Details regarding these changes, as well as the Western Australian Planning Commission’s (WAPC) assessment of the submissions it received when the amendment was advertised, are available on the WAPC web site. This also includes information regarding the WAPC’s requirements for consideration of lifting of Deferment, to rezone land to Urban under the MRS.

Proposed Amendment of Local Planning Policy 5.3: East Wanneroo (LPP 5.3)
At its meeting of 1 May 2018, Council adopted a draft amendment to LPP 5.3 for the purpose of advertising for public comment.
The purpose of the amendment is to change LPP 5.3 to take account of decisions that have been made by the State Government in respect to how the planning of the East Wanneroo area should be progressed. This particularly relates to the current preparation of a District Structure Plan for East Wanneroo by the Department of Planning, Lands & Heritage.
The proposed amendment also proposes to introduce criteria for Council to be able to consider support for planning proposals which may otherwise be considered premature in respect to the preparation of the planning framework required for East Wanneroo.

Final North-West Sub-regional Planning Framework
On 23 March 2018, the State Government released the final North-West Sub-regional Planning Framework, as part of a suite of documents associated with the Government’s Perth and Peel at 3.5 Million planning strategy.
The Planning Framework includes the East Wanneroo area, and now supercedes (or replaces) the former East Wanneroo Structure Plan of 2011, in providing the sub-regional planning framework for this area.
The North–West Sub-regional Planning Framework includes a number of significant differences from the 2011 East Wanneroo Structure Plan, including:
- Land in the southern part of Gnangara is now designated as Urban Expansion
- Land to the east of the Gnangara and Jandabup Urban Expansion areas is designated as Planning Investigation
- Land to the east of Lake Jandabup is designated as Urban Investigation and Industrial Investigation
- Land to the north of Neaves Road is designated as Urban Investigation.

This proposed MRS Amendment is currently with the Minister for Planning to decide if it is to be progressed. If the Minister decides that it is to be progressed, it will then be placed before Parliament, as the next step in the amendment process.

Preparation of East Wanneroo District Structure Plan
On 14 August 2017, the Western Australian Planning Commission (WAPC) advised the City that the Department of Planning, Lands and Heritage (DPLH), on behalf of the Commission, will be preparing a District Structure Plan (DSP) for the East Wanneroo area.
The Commission has advised that the preparation of the DSP will build upon the work that has already been undertaken as part of the East Wanneroo Structure Plan of 2011. It also advises that:
“ The district structure plan will be a high-level, strategic document that will provide an additional level of evaluation and detail; identify the future obligations to be addressed by subsequent planning stages; and provide the basis for the subsequent preparation of local structure plans. The structure plan will provide strategic guidance on future land use, employment, density targets, the coordination of major infrastructure, activity centres, regional open space distribution, environmental assets and buffers. The document will be prepared in close consultation with the City, as well as relevant government agencies and servicing authorities.”
It is currently anticipated that a draft DSP will be released for public comment by the State planning agencies around the middle of 2018, and that the DSP may be finalised around October 2018.

Proposed Amendment 1308/41 to Metropolitan Region Scheme
On 5 April 2016, the Western Australian Planning Commission (WAPC) commenced advertising of proposed Amendment No. 1308/41 to the Metropolitan Region Scheme (MRS) for public comment. This follows approval by the Minister for Planning for this advertising to proceed.
MRS Amendment 1308/41 proposes to rezone a large area of land in East Wanneroo from ‘Rural’ to ‘Urban Deferred’. This affects most of the land which is shown as 'potential urban' on the WAPC's East Wanneroo Structure Plan.
Further information regarding proposed MRS Amendment 1308/41, including which properties are affected by the proposed rezoning, is available on the WAPC website. This also includes information about how to make a submission to the WAPC on the proposal.
The public comment period concludes on 8 July 2016.

Update 9 March 2015
At its meeting in September 2014, Council resolved to work with the WAPC and the Department of Planning (DoP) to arrive at a shared approach to the further planning of the East Wanneroo area. City Administration has subsequently been working with DoP officers on this matter.
Once the is work is completed, it is then anticipated that this matter and potential changes to Local Planning Policy (LPP) 5.3: East Wanneroo will be considered by Council.
Should Council agree that changes should be made to LPP 5.3, these proposed changes will be advertised for public comment. The City will write to all affected landowners at that time to ensure the local community is fully consulted on the matter.”

The East Wanneroo Structure Plan (EWSP) was released by the State planning agencies in January 2011. This plan identifies parts of East Wanneroo as ‘potential urban’.

Draft North-West Sub-regional Planning Framework
The draft North-West Sub-regional Planning Framework (NWSRPF) was released by the State planning agencies for public comment in April 2015. The draft includes proposals for the East Wanneroo Structure Plan area which are different in some places to those of the East Wanneroo Structure Plan.
The draft is proposed to be finalised as a North-West Sub-regional Structure Plan, which is awaiting release by the State planning agencies.
