Home business

A home business is a small scale occupation or business operating at home by a resident of the property.

Most home businesses require Council approval. All home businesses must comply with the Environmental Protection (Noise) Regulations 1997 - please refer to the City's Noise Information sheet.

Home business categories

The City has three categories of home-based businesses:

  1. a home office or family day care carried on within a dwelling by a resident of the dwelling
  2. an occupation carried on within a dwelling or on land around a dwelling by a resident of the dwelling
  3. a home business or professional practice undertaken for the purposes of commercial gain and carried on in a dwelling or on land around a dwelling by a resident of the dwelling.

Each home business category is summarised below. The City's District Planning Scheme 2 provides the full definition of each category.

Category 1: A home office or family day care carried on within a dwelling by a resident of the dwelling.

Council approvals:

Area: Must not occupy an area greater than 20m² or 30m² when more than one occupier is involved.

Number of staff: Must not employ any extra staff other than the occupants of the dwelling.

Advertising sign: Must not display advertising sign.

Size of vehicle: Must not require a vehicle of more than 1.5 tonnes tare weight.

Other: Must not require visiting customers or frequent deliveries of goods or equipment.

Category 2: An occupation carried on within a dwelling, or on land around a dwelling by a resident of the dwelling.

Council approvals:

Area: Must not occupy an area greater than 30m². The City may permit a greater area if justified. 

Number of staff: Must not require the employment of more than one person who is not a member of the occupier's household.    

Advertising signs: One advertising sign, up to 0.2m can be displayed.

Size of vehicles: Must not require a vehicle of more than 3.5 tonnes tare.

Other: May have clientele.

Category 3: A home business or professional practice undertaken for the purposes of commercial gain, and carried on in a dwelling or on land around a dwelling by a resident of the dwelling.

Council approvals:

Area: Must not occupy an area exceeding 50m². The City may permit a greater area if justified.

Number of staff: Must not entail employment of more than two persons other than occupiers of the household. The City may approve up to four persons if justified subject to community consultation.

Advertising signs: One advertising sign, up to 0.2m can be displayed (maximum of 2m high) .

Size of vehicles: Must not require a vehicle of more than 3.5 tonnes tare.

Other: May have clientele.

Home Business renewals

All Category 2 Home Occupation or Category 3 Home Businesses issued from July 2013 no longer pay an Annual Renewal Fee unless otherwise stated. Home Occupation or Home Businesses issued prior to this date will still need to pay Annual Renewals by completing the Application Form for Planning Requests.

Alternatively, the City of Wanneroo encourages Customers to reapply for a new Category 2 or 3 approval, to avoid Annual fees or penalty of annual fees where the application for the renewal of an approval is made before the approval has expired.  

Additional considerations

Home businesses must not: 

  • detract from the safety and amenity of the neighbourhood
  • sell, display or hire good
  • involve the service or repair of motor vehicles
  • affect the residential appearance of the house or outbuilding
  • require additional parking facilities than normally required for a single dwelling
  • significantly increase traffic in the neighbourhood.
