The East Wanneroo District Structure Plan (EWDSP) divides East Wanneroo into 28 precincts. The Western Australian Planning Commission (WAPC), at its meeting held on 23 July 2025, resolved to endorse - subject to modifications – the first three of these precincts, namely Precincts 7, 8 and 15 within the EWDSP area. The Local Structure Plans for Precincts 7, 8 and 15 are currently being modified to incorporate the required modifications for final approval by the WAPC.

Explanation of the stages of the Local Structure Plan (LSP)

Following a request from landowner(s) a Local Structure Plan (LSP) progresses though the following stages*. The stage status for each Precinct is shown above, and will occur at a Precinct-by-Precinct level:

  • Stage A -No contact
  • Stage B - Pre-lodgement discussion
  • Stage C - Lodgement of a Local Structure Plan (LSP) with the City
  • Stage D - Preliminary review and acceptance of the LSP by the City
  • Stage E - Advertising of the LSP by the City
  • Stage F - Assessment of the LSP by the City
  • Stage G - Council consideration of the LSP and recommendation on the LSP to the WAPC
  • Stage H - Referral of the LSP to the Department of Planning, Lands, and Heritage (DPLH) and Western Australian Planning Commission (WAPC). The recommendation may include recommendations on proposed modifications to the LSP)
  • Stage I - Assessment by DPLH
  • Stage J - Determination of the LSP by WAPC
  • Stage K - Subdivision Applications
  • Stage L - Land sales

*An LSP can take between 6 to 12 months.
