Works impacting the road reserve
Please use the Traffic Management Plan Application Form for works including:
- City of Wanneroo Capital Works Projects (excluding maintenance).
- City of Wanneroo Engineering Maintenance Works.
- City of Wanneroo Parks & Conservation Maintenance Works.
- Main Roads WA (MRWA) led projects, Perth Transport Authority (PTA) led projects.
- Utility Service Works (not in relation to a subdivision).
- Works on private property (including pathways) impacting the road reserve.
- Events impacting the road reserve*.

Subdivision and development works
Please use the Land Development Application Form below for all TMPs relating to subdivision and development works.
Timelines
- If there is NO road closure, allow a minimum of 10 business days prior to works.
- For road closures of under 28 days, allow a minimum of 20 business days prior to works.
- For road closures of above 28 days, allow a minimum of 40 working days prior to works.
- Work is permitted between 7:00 am and 7:00 pm, Monday to Saturday. Work outside these hours, including Sundays and Public Holidays, requires an approved Noise Management Plan from health@wanneroo.wa.gov.au
Frequently Asked Questions
Why is a Traffic Management Plan (TMP) required?
A Traffic Management Plan (TMP) provides a plan on how road users will be safely and efficiently guided through a site where any activities carried out, such as construction work or events, impact the normal operation of a road network.
This applies to works on or near a road reserve, for a public event, or for any activity impacting the normal operation of the road or a pathway. The TMP needs to be prepared in accordance with Main Roads WA (MRWA) Works on Roads and/or Events Codes of Practice.
How long will the assessment take?
Submissions should allow up to 10 working days for simple TMP not involving road closures and 20 working days for TMPs involving works at a MRWA controlled signalised intersections or roads or for full or partial road closures of any duration./p>
Does the City of Wanneroo charge a fee for assessing or reviewing a TMP?
There are fees for the reviewing and assessing of TMPs for Land Development subdivision works only. For the submission of TMPs relevant to this area, please visit: wanneroo.wa.gov.au/landdevelopment
For all other TMP assessments there are no fees at this time.
I am unhappy with a roadwork site in the City - who do I report this to?
You can submit your concerns to: enquiries@wanneroo.wa.gov.au. Please provide photos and specific information on the location and type of works so that we can provide you with a an accurate response.

Yes. The detail and complexity of the TMP will vary depending on a range of factors, such as the road location and nature of the works.
I am having a swimming pool installed at my property - do I require a Traffic Management Plan?
Yes, swimming Pools are installed by large trucks and cranes which may block the roadway requiring the road to be partially, or fully closed.
Who can prepare and submit a Traffic Management Plan?
You need to have completed the MRWA Advanced Worksite Traffic Management course and have current accreditation.
Traffic management planners must have the knowledge, qualification, and experience to design traffic management schemes for the environment they will operate in.
For TMPs involving “complex traffic arrangements” an accredited Road Works Traffic Manager (RTM) shall be engaged to review and endorse the TMP, in accordance with the Main Roads WA Code of Practice.
Yes, any party responsible for organising an event that involves a change to the traffic environment to the extent that road users will be required to actively reduce their travel speed and/or direction of travel on the roadway or will be subject to additional traffic control and/or abnormally long queuing or delays, shall ensure that a Traffic Management Plan (TMP) is prepared in accordance with the Main Roads WA (MRWA) Traffic Management for Events Code of Practice.

Generally, a bike ride that is not a race and does not require traffic management will not require approval from the City of Wanneroo or the WA Police. However, a risk management approach should be taken for these types of activities. For example you should ensure all participants are aware they are required to follow all road rules - see Cycling Information on the Department of Transport website.
For very large group rides (e.g. over 100 people) you are advised to contact the City of Wanneroo for further advice.

Some events may require a temporary suspension of traffic regulations. Section 139 of the Road Traffic (Administration) Act 2008 enables the Western Australia Police, under delegation from the Minister for Transport, to approve (subject to any conditions by gazettal) the temporary suspension of the provisions of the Road Traffic Act 1974 and/or Regulations for events involving specifically a race meeting or speed test.
The consent of the City of Wanneroo must first be obtained.
Such temporary suspension of laws can apply to an event subject to approval under the Road Traffic (Events on Roads) Regulations 1991, or independently of any other regulations.

I conducted some works in this location 18 months ago. Can I use the same Traffic Management Plan?
You may only use the same TMP multiple times in a 12-month period. If TMPs are to be used on more than one occasion, they must be reviewed by accredited MRWA Advanced Worksite Traffic Management persons at least once in any 12 month period, ensuring any changes in traffic conditions, volumes, road environment, legislation etc. are taken into account.
Does a company require Main Roads registration to work within the City of Wanneroo?
Yes. While the Main Roads WA Traffic Management Company Registration scheme applies to State controlled roads only, the City of Wanneroo adopts the same approach to our local road network to ensure TMPs are submitted by companies that have the required knowledge, qualifications and experience necessary to design and erect Traffic Management.
Does the City of Wanneroo inspect roadwork sites?
Yes. The City, as the local road authority, reserves the right to inspect roadwork arrangements to ensure they are operating in accordance with the approved TMP.
Yes. As stated in the Main Roads WA Code of Practice for works on roads, it is a requirement that works that affect signal operation or that will close a lane within the intersection receive endorsement from an RTM and the MRWA traffic operations centre.
I hold no Main Roads WA accreditation. Can I implement roadwork or pedestrian advisory signage?
No. Only persons accredited with a Basic Worksite Traffic Management (BWTM) ticket may erect or remove signage.
Yes. Any works conducted on paths in the City shall comply with the Guidelines on the provisions for all path users at roadwork sites in built up areas.
No. In accordance with the Main Roads WA Code of Practice for works on roads It is the responsibility of the principal contractor undertaking the works to ensure all affected Stakeholders have been notified. ‘TransPerth’ notification details must be submitted to TransperthServiceDisruptions@pta.wa.gov.au prior to the commencement of works.
For routine/repetitive type works such as minor pavement maintenance, a generic TMP may be appropriate. The person preparing the TMP must refer to the Generic/Site Specific TMP Checklist below to assist in determining whether the traffic management setup can use a generic or site specific TMP, this is available on the Main Roads WA website.
