Structure Plans
A Structure Plan is a document consisting of text and maps which identifies how land is intended to be developed or is being developed. It provides a broad framework to guide Council when it considers subdivision and development proposals. In addition to illustrating details such as road configuration and the location of retail and community facilities such as shops, schools and public open space, a Structure Plan can also show details including housing density, land use classifications and zones.
Preparing a Structure Plan
The City of Wanneroo recommends that you engage a Planning Consultant to prepare the Structure Plan and supporting documentation. Please refer to the Western Australian Planning Commission's Structure Plan Framework for guidelines on the required material and information to be submitted.
Prior to lodging a Structure Plan it is recommended that you arrange a pre-lodgement meeting with the City to discuss the proposal and provide an opportunity to resolve any major issues prior to lodgement. You can then lodge your Structure Plan online.
What you need to lodge a Structure Plan online
- Cover letter
- Structure Plan prepared in accordance with the Deemed Provisions of the City of Wanneroo District Planning Scheme No. 2 and the Western Australian Planning Commission’s Structure Plan Framework
Payment
The City will provide a fee estimate to the applicant and accept lodgement of the Structure Plan upon receiving the required minimum information and payment of the required fee. The fee is calculated in accordance with the Planning and Development Regulations 2009 (Part 7 - Local Government Planning Charges) as amended from time to time.

New Structure Plans should be submitted electronically through the City's online lodgement portal.
Structure Plan Amendments
A Structure Plan Amendment may be required to request additional or more intensive use of land, or to create opportunities for subdivision.
Preparing an Amendment to an Approved Structure Plan
The City of Wanneroo recommends that you engage a Planning Consultant to prepare your submission which should include details of the subject site, the amendment and purpose for which it is sought and justification for the application.

- Cover letter
- Structure Plan Amendment prepared in accordance with the Deemed Provisions of the City of Wanneroo District Planning Scheme No. 2 and the Western Australian Planning Commission’s Structure Plan Framework.
- The structure plan amendment document should be provided on the City’s template in pdf.

Approved Structure Plans
All endorsed Structure Plans are available to view on the City’s Structure Plan and Local Development Plan page together with a Map of the City of Wanneroo showing the location of the Structure Plans. In addition all Structure Plans are displayed on the City’s Online mapping system.
