General information

How do I accept the invitation to participate in the Mariginiup Bushfire Clean Up Program?

Eligible landowners have been contacted and invited and can accept by reply email to mariginiuprecovery@wanneroo.wa.gov.au by 12 April 2024.

 

Can I decline to participate the in the Program after accepting the invitation?

Yes, if you change your mind or your circumstances change you have until 19 April 2024 to decline. Please advise us by email.

 

Who is funding the Program?

The Program is funded by the WA Government.

 

Who is managing the Program?

The Program is being managed by the City of Wanneroo.

 

Do I have to participate in the Program?

No, it is up to each property owner or tenant (if applicable) to.

Program eligibility

Who is eligible for the Program?

The City of Wanneroo will assist homeowners and business owners with bushfire impacted properties to determine if they are eligible to participate in the Program.

Eligible applicants are individuals, small businesses or primary producers that, at the time of the Mariginiup Bushfire, owned or were a lessee of a property used for residential and/or commercial purposes; and who experienced damage to buildings, structures, vehicles or plant and equipment on the property as a direct result of the bushfire.

 

What is classified as a small business, sole trader or primary producer?

The definition of an eligible small business is one that:

  • Has an active Australian Business Number (ABN), which was active immediately prior to and during the fire.
  • Employed fewer than 20 full-time-equivalent employees at the time of the fire. That is, the total of all standard hours worked by all employees (whether full-time or part-time) is less than the number of standard hours which would be worked by 20 full-time employees, as defined by the Australian Bureau of Statistics).

The definition of a Sole Trader is one that:

  • has derived more than 50% of their income from the business at the date of the Mariginiup Bushfire.

The definition of a Primary Producer is as follows:

  • An individual, partnership, trust or company which:
    • has a right or interest in a farm enterprise; and
    • contributes a part of his, her or its labour and capital to the enterprise; and
    • derives at least 50 per cent of his, her or its income from the enterprise.
  • Primary producers are defined as those that are listed under the Australian New Zealand Standard Industrial Classification 2006 (ANZSIC) 1292.0 (Revision 2.0) Codes 01 (Agriculture), 02 (Aquaculture), 03 (Forestry and Logging), 04 (Fishing, Hunting and Trapping) and 05 (Agriculture, Forestry and Fishing Support Services).

 

Who is not eligible to participate in the Program?

The following entities are not eligible for assistance under this program.

  • Land developers who own land for the purpose of urbanised subdivision and development aligned with the East Wanneroo District Structure Plan (WAPC August 2021).
  • Businesses that do not meet the above Program Guideline definitions of small businesses / sole trader / primary producer.
  • Investment entities (including self-managed super funds).
  • Government Trading Enterprises.

 

Are tenants included?

Where there is total loss or serious damage then the City will work with tenants and property owners (with owners permission) to determine eligibility.

 

Can I choose to use my insurance to do the clean-up instead?

Yes, we recommend you speak with your insurer to discuss your options.

Clean Up Program process

What is an Authority to Act form?

This is a contract between the City and property owners and tenants that allows City employees, consultants and contractors to be on, (and carry out agreed works on) private property.

 

What supporting documents will I need to participate in the Program?

The supporting documents required by the City will vary depending on your individual needs. Where the City already has documentation we will use this information if possible. The documents we may require (but not limited to) :

  • Drivers licence, passport or other photo ID
  • Evidence of vehicle delicensing
  • Vehicle make and model
  • Name of vehicle owner
  • Vehicle registration number and/or VIN
  • Evidence of lease or tenancy
  • Evidence regarding business to ascertain eligibility – eg number of employees, ABN details

 

How long will it take before clean up on my property starts?

It is anticipated to take up to 6 months before contractors are on site to undertake the clean up works. The City has engaged a waste management consultant and Program planning is currently underway.

 

Why does it take so long?

The City needs to make sure that it appropriately assesses work and agrees with property owners what work will be completed. Following this a procurement process needs to be completed by the City to engage contractors in waste removal.

 

Are there any conditions to remove vehicles?

Vehicles on the property that were damaged or destroyed because of the Mariginiup bushfire may be removed if they cause risk to the safety of people or environment, are undriveable and cannot be moved by the owner.

The vehicle owner must delicence the vehicle with the Department of Transport before removal can take place. Evidence that the vehicle has been delicenced by the owner will be requested. For more information visit the Department of Transport Vehicle licence cancellations.

 

Where will the debris from my property be taken?

The material will be recycled where possible, or otherwise taken to a suitable disposal facility.

 

My property has already been cleaned up; can I get reimbursed?

No, this program will not reimburse clean up works already completed. You may be able to have your insurance excess reimbursed if clean up was paid for by your insurance. Supporting documentation will need to be provided.

 

Can I claim for financial loss/damages while awaiting the clean up to occur?

No, financial loss or damages incurred whilst awaiting the clean up cannot be claimed.

 

How does the City decide which properties they will clean up first?

Each property is assessed on a case by case basis, and the Program will be scheduled based on the works required, contractor availability and any requests from property owners. Please discuss your needs during your site visit.

 

Can I escalate my clean up, its urgent?

You can call and speak to City officers on (08) 9405 5000 and select option 7. City officers will note all queries received and clean up schedules may take into consideration any unique circumstances, but we cannot make any guarantees. All queries will be considered on a case by case basis.
