The City, as part of its approved 2026/2027 Capital Works Program, is proceeding with upgrades at the intersection of Wanneroo Road and Elliot Road, Wanneroo. This will also include the construction of a new left-turn pocket on Wanneroo Road. Works are scheduled to commence on 19 October 2026 and are anticipated to be completed within seven (7) weeks.

Due to heavy daytime traffic and to minimise disruption to businesses in the area, construction works will need to be completed as night works, with associated road closure in place.

Details of road closures and night works

• Single lane closures will take place between 7am and 5pm.
• Full road closures will be required on Elliot Road for some of the construction works between 9am and 3pm to ensure public safety.
• Due to the high volume of daytime traffic on Wanneroo Road, and in accordance with Australian Standards and Main Road WA requirements, the road resurfacing works will need to occur at night with full intersection closure between 7pm and 5am.  
• Continuous access to properties will be maintained throughout these works.  The City’s contractor and traffic management crews will be guiding residents during these periods.
• Variable Message Boards (VMBs) will be place on verges prior to commencement to communicate the road closure periods.
• All road closures will have detours in place, which will at times, result in increased traffic in the surrounding areas.  

During construction, temporary traffic management and relevant signage will be in place during construction to safely manage traffic and pedestrians around the worksite.  Whilst it is inevitable that works of this nature will cause some inconvenience, every endeavour will be made to ensure this is kept to a minimum.

Works are scheduled to commence on 14 October 2026 and are anticipated to be completed within six (6) weeks.

To ensure public safety and to minimise disruption to road users, construction works will take place under night works and full / part road closures. 

• The initial three (3) weeks of work will take place under night works, with full road closures in place between 7pm and 5am.
• Single lane closures between 9am and 2pm will be required to facilitate the road widening and associated works.
• Continuous access to properties will be maintained throughout these works.  The City’s contractor and traffic management crews will be guiding residents during these periods.

The City of Wanneroo is conducting a review of its wards and representation, and invites public participation in the review.

As part of the review, ward boundaries and the number of councillors representing each ward will be assessed against the following factors:

• Community of interest;
• Physical and topographic features;
• Demographic trends;
• Economic factors;
• The ratio of councillors to electors in various wards; and
• Any other relevant factors.

Works are scheduled to take place from 17 August 2026 and are expected to be completed in November 2026.

Full road closures will be required for median works and the installation of stormwater cells between 9.00am and 2.00pm. Dates will be confirmed closer to the construction of this phase.  

The installation of the final course of asphalt along Girrawheen Avenue, from Wade Court to Nanovich Avenue, will need be carried out as night works with full road closures in place.  Date and times to be confirmed closer to the construction of this phase.

At its 15 June 2026 meeting, the City of Wanneroo’s Council resolved to adopt Local Planning Policy 4.3: Public Open Space, after a period of consultation.

The policy provides guidance for the planning and delivery of public open space within the City.

At its 23 June 2026 meeting, the City of Wanneroo’s Council resolved to adopt Local Planning Policy 4.26: Exemption from Development (Planning) Approval, after a period of consultation.

The Policy establishes a framework for identifying development that is exempt from requiring Development Approval under District Planning Scheme No. 2 (DPS2), covering works exemptions, land use exemptions, and targeted modifications to selected Part B provisions of the Residential Design Codes.

At its 15 June 2026 meeting, the City of Wanneroo’s Policy Review Committee resolved to amend Local Planning Policy 2.8: Licensed Premises, after a period of consultation. The purpose of the amendments was to clarify the policy’s focus of guiding development application assessments, distinguish the City’s role from liquor licensing processes, and improve clarity through refined definitions and structured advertising requirements.

The purpose of the proposed Parking Local Law 2026 is to enable the City to regulate the parking of vehicles within the district, to strengthen road and pedestrian safety, to improve the flow of traffic and provide for the management and operation of parking facilities under the City of Wanneroo’s care, control and management.

The effect is that a person parking a vehicle within the parking region is to comply with the provisions of the Parking Local Law.

The City of Wanneroo's proposed Differential Rates for 2026/2027 are now available for public comment.

In accordance with Section 6.36 of the Local Government Act 1995, the City of Wanneroo hereby gives notice of its intention to adopt the following rates in the dollar for each differential rating category in the 2026/2027 Financial Year which is a 6% overall rate increase.

To achieve overall 6% rate increase, it is proposed to increase Gross Rental Valuation (GRV) Residential rates categories by 6.0%, whereas GRV Commercial/Industrial rates categories are proposed to increase by 8.75%.  The Unimproved Valuation (UV) rates categories are proposed to increase by 13%.

Information relating to the Objectives and Reasons for each proposed Differential Rates is available on the City website or at the City of Wanneroo Civic Centre, 23 Dundebar Road, Wanneroo, between the hours of 8:30am and 5:00pm, Monday to Friday.

Submissions in respect of the proposed Differential Rates and any related matters are invited from Electors or Ratepayers. Objects and Reasons for 2026/27 Proposed Differential Rates

The overall objective of the proposed rates in the 2026/27 Budget is to provide for the net funding requirements of the City of Wanneroo's various programs, services and facilities.

The Objects and Reasons that have been proposed are:

GRV & UV Residential Improved 

The rate in the dollar and minimum rate have been set on the basis that ratepayers make a reasonable contribution to the cost of local government services and facilities available to residents that are not available to those in the Commercial/Industrial and Rural & Mining categories. 

The lesser minimum for Strata Titled Caravan Parks is set recognising the unique purpose of these properties while still ensuring a reasonable contribution to the cost of local government services and facilities available to residents.

GRV & UV Residential Vacant

The rate in the dollar and minimum rate have been set in an effort to promote development of these properties thereby stimulating growth and development in the community. 

GRV & UV Commercial/Industrial Improved

The rate in the dollar and minimum rate for all Commercial/Industrial Improved property has been set to provide an acceptable standard of infrastructure and parking needs due to the greater volumes of people and vehicular traffic.

GRV & UV Commercial/Industrial Vacant

The rate in the dollar and minimum rate for all Commercial/Industrial Vacant land has been set in an effort to promote the development of these properties by attracting business and industry to the City thereby stimulating growth and development in the community.

UV Rural & Mining Improved

The rate in the dollar and the minimum rate have been set with an intention to foster and encourage farming and horticultural activities in the City of Wanneroo thereby stimulating growth and development in the community.  

UV Rural & Mining Vacant

The rate in the dollar and the minimum rate have been set with an intention to encourage the development of vacant land thereby stimulating growth and development in the community.

The Neerabup Resource Recovery Precinct is located at Lot 600 on Deposited Plan 302260 in Certificate of Title Volume 87 Folio 163A and situated at 570 Wattle Ave, Neerabup.

A Business Plan for the delivery and operation of the Neerabup Resource Recovery Precinct has been prepared in accordance with the Local Government act 1995. The City, as part of its 2025/2026 and 2026/2027 Capital Works Program, completed the construction of a new shared pathway located on the west side of Alexander Drive, Landsdale from Gnangara Road to Hepburn Avenue in August 2026.

Construction was completed in the following stages:

Stage 1 - Hepburn Avenue to Kingsway
Stage 2 - Kingsway to Arduaine Street
Stage 3 - Arduaine Street to Queensway Road
Stage 4A - Queensway Road to Haga Parkway
Stage 4B - Haga Parkway to Gnangara Road

This new pathway is open for community use.

Additional works - Part road closures

Minor concrete works and the reinstatement of line marking are required to finalise this project, which is anticipated for completion by October 2026. To ensure safety for road users and pedestrians, the majority of these works will require the continuance of the one lane northbound closure on Alexander Drive.

• Access on Alexander Drive will be continuous throughout these works.
• Temporary traffic management will be implemented to safely manage traffic and pedestrians around the worksite.

To ensure safety for road users and pedestrians, construction works will take place under intermittent part road closures and full road closures.

Full road closures have been scheduled for the following dates (weather permitting):

• Yanchep Beach Road – 2 June 2026 to 8 June 2026
• Brazier Road – 9 June 2026 to 2 October 2026
• Full road closures will be in place from 7.00am to 5.00pm.
• Continuous access to properties will be maintained throughout these works.  The City’s contractor and traffic management crews will be guiding residents during these periods.
• Variable Message Boards (VMBs) will be place on verges a minimum of one (1) week prior to commencement to communicate the road closure periods.
• Road detours will, at times, result in increased traffic in the surrounding areas.  

The Public Transport Authority will also be adjusting the bus services on Yanchep Beach Road in response to these road closures.  Transperth will be managing the communication to commuters in relation to these disruptions.

The City, as part of its 2025/2026 Capital Works Program, has commenced upgrades to the road, path and streetscapes on Girrawheen Avenue, between Marangaroo Drive and Amberton Avenue, Girrawheen.

Works commenced in February 2026 and are expected to be completed by 30 June 2026.

Night Works and Road Closure Details

The installation of the final course of asphalt along Girrawheen Avenue, from Marangaroo Drive to Wade Court will need be carried out as night works with full closures in place.

• Date/times: 4 May 2026 to 8 May 2026 // 7pm to 5am

Part/Full Road Closure Details - throughout duration of works: 2 February 2026 to 30 June 2026

• The majority of construction works will take place under single lane closures between 9am and 2pm. 
• Full road closures are required for the median works and laying of the asphalt between 7am and 5pm (during school holidays). 

The following will be in place during night works and part/full road closures:

• Variable Message Boards will be placed on the verges two (2) weeks prior to commencement to inform and guide road users during the temporary road access changes
• Road detours will be in place which will, at times, result in increased traffic in the surrounding areas. 

Continuous access to properties will be maintained throughout these works.

During construction, temporary traffic management and relevant signage will be in place to safely manage traffic and pedestrians around the worksite.  Whilst is inevitable that works of this nature will cause some inconvenience, every endeavour will be made to ensure this is kept to a minimum.

The City of Wanneroo advises that following a resolution of Council at its meeting of November 2025, dogs will be required to be exercised on a lead in a number of nature reserves across the City.

Council endorsed 18 reserves to be designated as dogs on leash areas in accordance with Section 31(1) of the Dog Act 1976.

Scenic Park and Lake Joondalup Park were excluded from the decision and will remain as dog exercise areas.

Enforcement of the new dog on leash requirements will commence from 1 April 2026.

Clear signage has been installed at affected reserves to advise park users of the change. A full list of the endorsed reserves and further information is available on the City of Wanneroo website.

The City, as part of its 2025/2026 Capital Works Program, is proceeding with the road resurfacing of Mirrabooka Avenue (southbound lanes), between Beach Road and Koondoola Avenue, Koondoola.

Works are scheduled to commence 16 March 2026 and are expected to be completed within approximately five (5) consecutive days.

Night Works and Road Closure details

• 16 – 20 March 2026, between the hours of 8pm and 5am across all five (5) days.
• Full access to Mirrabooka Avenue will be available during the day.
• Variable Message Boards will be placed on verges two (2) weeks prior to commencement to inform road users during these works.
• Road detours will be in place which will, at times, result in increased traffic in the surrounding areas.

The City, as part of its 2025/2026 Capital Works Program, is proceeding with the construction of a new pathway along the eastern side of Wanneroo Road between Vignerons Loop and Gungurru Avenue, Hocking. 

Works are scheduled to commence during week starting 2 March 2026 with anticipated completion by the end of May 2026.   

Road closure details 3 March 2026 to 1 April 2026

• This will require:
  • a left turn pocket closure on Wanneroo Road into Gungurru Avenue between 7am and 3pm; and
  • a slow lane road closure from Gungurru Avenue, turning left onto Wanneroo Road, between the hours of 9am and 3pm.
• Variable Message Boards will be in place on verges prior to commencement to communicate the road closure period to the public.
• Road detours will be in place which will, at times, result in increased traffic in the surrounding areas.

Continuous access to properties will be maintained throughout these works.

During construction, temporary traffic management and relevant signage will be in place during construction to safely manage traffic and pedestrians around the worksite. The City, as part of its 2025/2026 Capital Works Program, is proceeding with the upgrade to the roundabout at the intersection of Mirrabooka Avenue and Kingsway, Landsdale.

Works are scheduled to commence on 5 January 2026 with completion anticipated within 15 weeks.

Road closure details

• The majority of construction works will take place under single lane closures.
• Short duration single direction closures will be required on Kingsway at various stages of the works, with full road closures in place.

Night works / road closure details

• 9 March 2026 to 11 March 2026, between the hours of 7pm and 5am, to allow for asphalt to be laid across the intersection.  Full road access will be available between 5am and 7pm across these dates.
• Variable Message Boards will be in place to communicate road closures / night works two (2) weeks prior to commencing. 
• Road detours will be in place which will, at times, result in increased traffic in the surrounding area.

In accordance with the Local Government Act 1995, City of Wanneroo advises Water Corporation, in partnership with Alkimos Pipeline Alliance, will be constructing a 33.5km major belowground water pipeline from the new Alkimos Desalination Plant to Wanneroo Reservoir from July 2025 to October 2027.

The pipeline will be the largest water pipeline Water Corporation has constructed, with a diameter of up to 1600mm, delivering up to 50 billion litres of drinking water annually to Perth's Integrated Water Supply Scheme and securing long-term water sustainability for the region.

Approximately 6km of pipeline has already been installed from the Alkimos plant to the corner of Wanneroo and Romeo Roads in Carabooda.

Works will pass through Carabooda to the Carabooda Tank, before heading south-east through Nowergup, Neerabup and along the outskirts of Banksia Grove, Mariginiup and Jandabup before reaching the Wanneroo Reservoir.

This alignment was determined in consultation with local stakeholders including the City of Wanneroo, Main Roads WA, Department of Planning, Lands and Heritage, and Whadjuk Aboriginal Corporation. Construction projects of this scale will cause disruption, but this alignment is considered to minimise impacts to the environment, residents, businesses and road users.

To ensure safety for the community and work crews, traffic management measures and temporary road closures possibly exceeding 28 days will be implemented progressively at various stages throughout the construction period. The following roads will be directly impacted:

• Orchid Road: Closure with detour via Wesco Road from end of July 2025 to April 2026.
• Wesco Road: Lane restrictions and speed reductions during work hours from April 2026.
• Adams Road: Closure with detour via Neaves Road from end of July to January 2026.
• Mariginiup Road: Lane restrictions with temporary sidetracks from end of July 2025 to mid-May 2026.

Access and Safety

• Access to properties will be maintained throughout the works. Where direct access is temporarily restricted, alternate routes or traffic controller support will be provided.
• Weekly rubbish collections will continue as normal. Should alternate bin placements be required residents will be directly advised.
• Placement of Variable Message Boards (VMBs) to inform motorists of changed road conditions.
• Spotters and traffic controllers will assist local traffic and residents.
• Emergency services will always have access.
• After-hours closures will be clearly marked and monitored for public safety.
