Yanchep Lagoon Improvement
Real change is underway at Yanchep. One of Perth’s fastest growing suburbs, Yanchep will soon become part of a thriving metropolitan corridor stretching from the CBD to Two Rocks.
In response to Yanchep’s continuing expansion, a major place-based development, called the Yanchep Lagoon Improvement Project, is underway. This project will create greater opportunities for tourism, recreation and economic growth across the Lagoon Precinct.
Previously, the City worked with the local community and consultants RobertsDay to deliver the place-led Yanchep Lagoon Masterplan to guide future development of the Lagoon Precinct.
The next major stage of the Yanchep Lagoon Improvement Project is the preparation of a Foreshore Management Plan. This work builds on the Masterplan and will inform all future development and activity at the Lagoon.
The City will work closely with residents and stakeholders to deliver the Foreshore Management Plan and ensure outcomes continue to meet community needs.

Foreshore Management Plan Update and New Lagoon Improvement Projects

Last year, the City requested quotes from consultants to prepare a Foreshore Management Plan for the Yanchep Lagoon Precinct, however no quotes were received.
The City has since been reviewing the scope of works and delivery timeline for the Foreshore Management Plan.
The City is also considering other projects that may be brought forward to start alongside the Foreshore Management Plan.
A revised timeline for delivery of the Foreshore Management Plan, along with information on Lagoon Improvement projects to start this year, will be available early this year.
Yanchep Lagoon Foreshore Management Plan
In September 2022, the City requested quotes from consultants to prepare a Foreshore Management Plan for the Yanchep Lagoon Precinct. This is a huge step towards delivery of the Yanchep Lagoon Masterplan.
Orion Café Refurbishment – Plans in place, lease signed
Following Council’s approval of the lease proposal in February 2022, the lease has now been signed by the City and the café operator, with a start date of 4 October 2022.
Old Yanchep Surf Club Refurbishment – timeline to construction
Further meetings have occurred with hospitality company, Be Our Guest Holdings, in July and August 2022 to progress with the Old Yanchep Surf Club redevelopment project.
Environmental and economic studies to inform the Foreshore Management Plan

Project deliverables for these dates will be added during development of a long-term Project Implementation Plan, which will inform the timeline for delivery of the Masterplan Vision. The Project Implementation Plan will be prepared as a key component of the Foreshore Management Plan.

Why does the City need a Foreshore Management Plan?
A Foreshore Management Plan is required for all developments taking place within the Foreshore Reserve.
The City has been advised by the Department of Planning, Lands and Heritage that a Foreshore Management Plan for the Yanchep Lagoon Precinct should have enough detail to carry out the Masterplan Vision for the next 5-7 years, and identify areas for further planning and approval in the longer term.
How will the City use the Foreshore Management Plan to deliver the Masterplan Vision?
The Foreshore Management Plan is a significant piece of work that will inform the delivery of all future development and activity at the Lagoon. The Foreshore Management Plan will:
- Serve as the basis for detailed designs stemming from the Masterplan’s Concept Plan;
- Facilitate planning and development approvals;
- Establish management regimes for sensitive environmental areas, including coastal erosion implications; and
- Provide a land use and development control framework for sites leased to third parties to develop for commercial uses.
What is the approval process for the Foreshore Management Plan?
The Foreshore Management Plan will need to be approved by the City of Wanneroo Council, the Department of Planning, Lands and Heritage and the WA Planning Commission. This approval process will negate the need to lodge future Development Applications through the Department of Planning, Lands and Heritage for works set out in the Plan.
How will the City work with the community and other stakeholders to deliver the Foreshore Management Plan?
The Foreshore Management Plan will be delivered through meaningful collaboration with the local community and key stakeholders. This will ensure the Plan develops in keeping with the Masterplan Vision.
The City will use a range of methods to communicate with the local community, such as online consultations, on-site workshops and notice boards, pop-up engagement activities, Yanchep Lagoon Working Group meetings, and regular liaison with business owners and key stakeholders.
