Race in Your Rates 2011

City of Wanneroo ratepayers could share in a prize pool worth almost $20,000 as part of the Council’s annual Race in Your Rates competition.

Annual rates notices will be issued to homes from the 1 August 2011 and once again the City will give its ratepayers the chance to win a selection of prizes for paying their rates quickly.

Ratepayers who pay their rates in full or the first instalment by 5 September 2011 will be automatically entered into the Race in Your Rates prize draw.

The prizes for this year’s Race in Your Rates competition include:

  • An i-Prize Pack including an iPad 2, iPhone 4 and iPad Touch, thanks to Banksia Grove.
  • A total bar function package including finger food, beverages, staff and equipment for 30 people, thanks to Cosmic Cocktails.

Q. WHEN WILL I RECEIVE MY RATES NOTICE?
A. The rates notices will be mailed to ratepayers in the week beginning 1 August 2011.
Q. HOW MUCH HAVE MY RATES GONE UP?
A. Rates have been increased by an average of 5.9% for 2011/2012.
Q. WHAT DO I GET FOR MY RATES PAYMENTS?
A. Rates comprise a large portion of the City’s operating revenue and provide for such services and facilities including a domestic waste collection service, community safety, roadway extensions and upgrades, rehabilitation and park maintenance and new community and sports facilities.
Q. WHY HAVE RATES GONE UP?
A. Rates for the 2011/12 financial year have been increased by 5.9% and include the
domestic rubbish collection. The increase will meet the growing demands of the
rapidly increasing population. Increasing gas, water and electricity costs have also
made it essential for the rate increase for the 164,000 people who will reside in our
City by 2012.

A. The City offers various payment methods including online at wanneroo.wa.gov.au

Q. WHAT IS THE ESL?
A. The ESL is the State Government imposed Emergency Services Levy. The City acts as a collection point for this charge, which is added to your council rates. For more information about the ESL please visit the Fire and Emergency Services Authority of Western Australia at www.fesa.wa.gov.au

Q. WHY DOES STRONG GROWTH NOT FUND CITY OPERATIONS?
A. The current level of rates is insufficient to meet community expectations for new and improved services.

Requests for Information about Owner Occupiers, Electors and Ratepayers

Amendments have recently been made to Regulation 29B of the Local Government (Administration) Regulations which places restrictions on the availability of owner occupier, electoral and ratepayer details to the public.

The amended Regulation states that a person seeking owner occupier, electoral or ratepayer details is required to complete a statutory declaration stating that the information obtained will not be used for commercial purposes1 by themselves or another person.  Persons unable to make this declaration are not able to receive the information.

To simplify the process for the City’s customers, a person requesting this information is required to complete the Request for Information about Owner Occupiers, Electors and Ratepayers Statutory Declaration, which includes the request for information and a declaration compliant with the change in Regulation.

1 “Commercial purpose” is defined to mean to seek to obtain by formal application a public record for the purpose of the sale or resale or the producing of a document containing all or part of the copy, printout or photograph for sale, and/or obtaining of names and addresses from the public record for the purpose of solicitation, and/or monetary gain from the direct or indirect use of the public record.

Allocation of Rates

Your rates contribute toward the services provided by Council including: collection and disposal of residential refuse; recycling cart services; aged care; assistance to community groups; building control; bush fire control; child care; community health control; community information; dog and other animal control; economic development support; emergency services support; environmental planning; health control; libraries; litter control; off road vehicle control; parks, gardens and playgrounds; recreational and cultural planning and development; recreational facilities; road construction and maintenance; storm water drainage; street lighting and street trees.

Property Valuations and Calculation of Rates

Council have set a rate in the dollar and the City is provided with a valuation of your property from the Valuer General’s Office. These two figures are used to calculate your rates. However, if the result of this calculation is less than the minimum rate, the minimum rate will apply.

Contact your participating financial institution to make a payment from your nominated account. Please use the Biller Code 35410 and your reference number.

In Person
Take your Rates Notice to any Australia Post Office to make payment. Credit Card payment is not available with this option. Payment can be made by cash, cheque or EFTPOS (including credit card) on presentation of this notice INTACT to the Customer Service Centre, City of Wanneroo Civic Centre, 23 Dundebar Road, Wanneroo or the Clarkson Library, 27 Ocean Keys Boulevard, Clarkson.

Mail (using reusable envelope)
Make cheques payable to the City of Wanneroo, and crossed ‘Not Negotiable’. Complete and insert cheque and this payment slip only into the reusable envelope provided. The top portion of the notice should be retained as your record. NO receipt will be issued.

Instalment Options Rate

You may choose to pay your rates by instalments. There are charges associated with taking this option and these are outlined on your rates notice.

To elect to pay by instalments, the exact amount of the first instalment needs to be received on or before the date shown on your notice. The instalment option is not available after the due date. If further payment arrangements are required, please contact the City’s Rates Section on 9405 5000.

The City also offers a Rate Incentive Program offering residents the chance to win some great prizes.

Pensioner Rate Rebate

An application form can be obtained and completed at the City’s Civic Centre, 23 Dundebar Road, Wanneroo. To be eligible for the rate rebate, application forms and a copy of your current Pensioner Concession Card or State Concession Card showing your rated address as your current residential address, must be completed. Please note that you must be the owner/occupier of the property as at 1 July of the assessed year.
